Carla Winston is a political scientist specializing in international relations theory, international law, non-state actors, international organization, knowledge management, research, and analysis. Currently, she is a Senior Lecturer of International Affairs at The University of Melbourne School of Social and Political Sciences. Winston has been affiliated with the University of Melbourne since June 2018 and has spent over six years in her current role since September 2022.

Before her tenure at the University of Melbourne, Winston was a Limited-Term Assistant Teaching Professor of International Relations at the University of Victoria from September 2016 to May 2018. She has also held positions at the United States Institute of Peace, where she contributed to knowledge management and research from 2004 to 2009.

Winston holds a Ph.D. in Political Science from the University of British Columbia, completed in 2016, where she also served as a Ph.D. candidate and engaged with the Liu Institute for Global Issues. Her academic journey includes a Master of Arts in International Relations and Affairs from The George Washington University and a Bachelor of Arts from Cornell University, where she graduated Magna Cum Laude with distinctions in Government, International Affairs, and French Studies. Additionally, she has a certificate in International Law from L’Institut de Hautes Etudes Internationales (HEI), Geneva.

Winston’s move from Lockheed Martin to the Ørsted project certification team marks her continued commitment to impactful work, particularly in making large-scale offshore wind energy a reality in the US. She aims to contribute to a world running entirely on green energy.
