Leighanna Mixter is a privacy and technology attorney based in the San Francisco Bay Area, originally from Fresno, California. She has built a strong legal career focused on digital privacy, content moderation, and internet law, with deep expertise in Section 230, GDPR, and the EU Digital Services Act. Most recently serving as Principal Legal Counsel at the Wikimedia Foundation, she advised product and engineering teams on privacy-by-design, data governance, and incident response across multiple jurisdictions. She also led the organisation’s implementation of Digital Services Act transparency obligations and managed external legal counsel on complex privacy and content moderation matters.

Her tenure at Wikimedia spans nearly a decade, during which she progressed through several senior roles including Senior Legal Manager, Lead Counsel, and Legal Counsel. She played a key role in major legal and policy matters, including co-drafting an amicus brief submitted to the U.S. Supreme Court in Gonzalez v. Google (2023), which addressed intermediary liability protections under Section 230. She was also closely involved in the Wikimedia Foundation v. Turkey case at the European Court of Human Rights, helping coordinate legal and public relations strategy through to its resolution. Earlier in her career, she gained experience through legal internships at the Electronic Frontier Foundation and the California Attorney General’s Privacy Enforcement and Protection Unit, where she worked on privacy-related legal research under Kamala Harris.

Mixter holds a Juris Doctor from the University of California, Berkeley School of Law, where she completed a Law and Technology Certificate and contributed to the Berkeley Technology Law Journal. Prior to that, she graduated summa cum laude from California State University, Fresno, earning dual bachelor’s degrees in Political Science and Linguistics, and was nominated for the Dean’s Medal in both fields.
